Meet the Founder
Dr. Cal E. Spinks
CEO & Founder
Dr. Calvin Spinks, LPC, is a licensed mental health professional, professor, and community healer with over two decades of experience supporting Black, Brown, LGBTQ+, and underserved communities across Missouri, Texas, and Illinois. As the founder and CEO of Quantum Consulting Group—a behavioral health practice grounded in culturally responsive, trauma-informed care—Dr. Cal witnessed a growing need beyond therapy: elders, returning citizens, and disabled adults were struggling with basic daily support that honored their identity, legacy, and dignity. That’s why he launched Quantum Care Services, a dedicated division focused on non-clinical in-home care. This expansion reflects his commitment to whole-person wellness—supporting not only the mind and emotions, but the routines, rituals, and relationships that sustain everyday life. Through Quantum Care Services, Dr. Cal is building a care model that is relational, restorative, and radically human.

If one of our monthly care packages doesn’t quite fit your needs, we also offer flexible hourly care at $40 per hour. This option is perfect for clients who need occasional support, short-term assistance, or want to build a customized care plan on their own terms. Whether you're seeking help after a hospital stay, need coverage for a few key days each week, or simply prefer a pay-as-you-go approach, our hourly services provide the same culturally affirming, relationship-centered care that defines every part of the Quantum Care experience. State-Funded Program Eligibility & Billing
Many of our services may be fully or partially covered through Missouri’s publicly funded programs. Quantum Care Services is eligible to provide care under various state and Medicaid-funded initiatives, including programs administered by the Missouri Department of Health and Senior Services (DHSS) and MO HealthNet.
If you or your loved one receives support through a Medicaid Waiver, Veterans benefits, or other state-funded home and community-based services (HCBS), you may qualify for low- or no-cost care through our agency. We can help coordinate with your case manager or local Area Agency on Aging to determine eligibility and submit documentation.
Note: Not all service tiers are covered by state programs. Certain specialized or extended care services may require out-of-pocket costs.
